However , there are some difference in the real implementation between developed-country and developing-country. Not for the economic , but their existing power supply policy. But the developing-country can implement similar policies is very little. 

Compared with the developed countries, who have more advantages to develop the PV market potential. The reason is that the developed countries have more perfect market operation mechanism and small resistance for government reform, can give full play to the strength of the market. While the developing countries are not the same, the power supply controlled  by some  parts of interest groups, they are not willing to sacrifice their vested interest to push solar photovoltaic power generator.
